SALOTE DANIELS MUST RUN THE REGION’s FINANCES AND NOT HER MOUTH
contends former Regional Executive Officer (REO) of Essequibo Islands/West Demerara
(Region Three), Ms. Jennifer Ferreira-M c Dougal.
Ferreira M c Dougal has accused Ms. Daniels, the Region’s Chief Accountant and acting Principal
Assistant Secretary (PAS), of linking her to alleged corrupt overpayment to Sentinel Security for
services rendered to the heavily agricultural region.
“There is a Chief Accountant who is running her mouth all over the place and if she libels my
name, I am ready to sue her,” M c Dougal complained in an exclusive with
www.aroundtheregions.com.
The former REO claimed Daniels has fingered her in a fraudulent scheme to the tune of some
$100M in overpayment to the security agency. She has denied any knowledge of the illegal
transactions.
“I am prepared to make myself available for any investigation as I will answer truthfully. I don’t
know the amount, but yes, I heard about it after I left,” she admitted to this media house.
“I really can’t say that almost a $100M was paid extra, and I am being truthful. There were some
buildings which I found out and I asked the Programme Heads to bring in their reports. After
looking at the education report, I asked the Accounts Department to fix it. But if I were to say
that it was $100M or more I can’t say that,” M c Dougall recalled.
When she was appointed REO in Region Three in 2019 under the David Granger A Partnership
for National Unity, Alliance For Change (APNU+AFC) coalition government, Ferreira-
M c Dougal said she immediately acquainted herself with the Region’s slew of financial
transactions.
“Myself and the DREO spoke and we had asked the Programme Heads to bring in their report
and there was one example in a riverine area with a school and a health center together. What we
found is that there was one guard responsible for both buildings and that shouldn’t happen. I
immediately spoke with the Programme Heads to get this right. That can’t happen, because if we
are paying for 500 guards then there must be 500 guards on the ground,” the former REO
explained.
M c Dougal said she cannot substantiate Daniels’ $100M overpayment claims since the contract
was already in force with the security agency when she assumed office. The binding agreement
was signed by the former Permanent Secretary (PS) and Minister of Communities, Mr. Emile M c
Garrel and Mr. Ronald Bulkhan, respectively.
“I have nothing to hide and whatever I do, I do it above board. She (Daniels) came in like
Movado and she thought that she could dictate and issue instructions to persons because she used
to be in the system before. However, she was out of the system for almost ten years as she was
dismissed under the PPPC administration. She subsequently won the case and regained her job.
What she didn’t know is that so much has changed over the past 10 years,” the fired Ferreira M c
Dougal argued.
If Ms. Daniels makes any libelous statements, a lawsuit will follow, M c Dougal promised,
blasting the Chief Accountant and Principal Assistant Secretary (ag) as attention seeking with
her “wild and unfounded allegations”.
