HEALTH MINISTRY SOURCES REVEALED that the government was forced to transfer
currently-embattled Linden Hospital Complex (LHC) Chief Executive Officer (CEO) Mr. Rudy
Small from Leonora Cottage Hospital and then Diamond Diagnostic Centre for his alleged
philandering ways and lack of self-control.
Small’s loose lips have yet again entangled in a health sector controversy, this time with LHC
nurses whom he accused of shirking nightly duties in preference for dalliances with their lovers
away from the health facility’s compounds.
Small’s taped interview outraged nurses and other administrative staff were outraged who are
still protesting for the controversial CEO’s removal. Permanent Secretary of the MoH, Mr.
Malcolm Watkins, moved Small and inexplicably reinstated him less than 24-hours after with a
lukewarm warning.
A source at Leonora health facility told www.aroundtheregions.com that Small was ‘fresh’
(Guyanese parlance for making unwanted advances) and was otherwise disrespectful to staff.
Disgusted, they once locked Small out of his office. The source said that administrative officials
were in solidarity with numerous complaining by staff and Small was quickly removed.
“He tried his nonsense here, but thankfully the authorities recognised that he was a failure and an
embarrassment and didn’t waste time getting him out. The nurses were really angry and I guess
that the Ministry didn’t want to have so early in their tenure as the government an embarrassing
situation because Small is an embarrassment,’ the source said.
The source said when news of his unfortunate utterings was released publicly, they thought that
was enough evidence to remove him permanently from the system based on what they had
experienced at Lenora and what they heard occurred at Diamond Diagnostic Centre.
They were disappointed government reinstated him at LHC.
“What is puzzling is that one man is being allowed to make so much of enemies and the
government fails to understand that this man will be affecting their performance at an election.
It’s (seems) certain that they don’t mind losing a number of voters, as this man seems more
important to them than the hardworking, disrespected nurses,” the source said.
After workers denied Small entry to his office, he was transferred to the Diamond Diagnostic
Centre (DDC) where his “vicious and spiteful” managing style inspired workers threats of
protest forcing his inevitable removal.
“They (Government) didn’t waste time in getting rid of him from Diamond as this is Region
Four and they certainly didn’t want a situation where the nurses were going to strike so they
removed him without asking too many questions,” a source familiar with the situation disclosed.
According to multiple sources Small tries to make up for his lack management expertise with an
authoritarian style.
“This man was at Diamond and instead of seeking to build relationships, he was destroying
relationships, thus being a thorn among the nurses there,” an official admitted.
The Upper Demerara/Berbice (Region Ten) branch of the Guyana Public Service Union (GPSU)
is flummoxed by government’s handling of the labour dispute created by Small unwise
statements, said Mr. Maurice Butters, the Branch Chairman.
Butters said his union is committed to supporting striking employees dedicated to removing “the
obstacle to development” from the bauxite-mining town, Linden.
“The sad thing is that Government continues to talk about forging relationships with Region Ten
– considering its history with the Region – and here they have an opportunity to begin making
things right by quickly removing this man, but instead they are being deliberate and defiant in
their actions. They moved him quickly from Lenora and Diamond but now he is defiant in
stepping down because I guess the entire Region has been branded APNU (the parliamentary
opposition) so put anyone here who can stall development.”
It seems that that is the government’s agenda, Butters opined.
“This is a deliberate attempt as the Government did not refuse to move him from Lenora
and Diamond but they are refusing to remove him from Linden,” Butters observed.
