DEMANDING ANSWERS - Winston ‘Zar’ Caesar

“People who are outspoken about the ills in the region become victims, and I can tell you
because I have been a victim of this”, aggrieved Linden contractor Winston ‘Zar’ Caesar
speaking to www.aroundtheregions.com said.
He is however determined that if the matter is not settle amicably the REO should be made to
answer for these and blatant financial and other operational flouting of government regulations.
“The REO will have to answer as to what he did with the money,” Caser declared. He admitted
that he gave the money over because it was what the REO related to him, expressing
disappointment over the REO’s actions. He however admitted that many people have told him
that he erred in giving the monies to the REO. “I have been living in this community for umpteen
years and I am a public person, and I don’t want my name to be associated with situations like
that. Even though I have agreed I don’t want to be taken down a line where people will look at
me as being dishonest,” he explained.
Caesar reiterated earlier comments that he is not blaming the current acting REO, reiterating that
she is not responsible. “The current acting REO has nothing to do, other than she was the
Principle Assistant Secretary (PAS) finance at the time. She took a long time for me to get the
break down, but they were in custody of the money. I wanted it to coincide with the things that I
got. That is the reason why I am saying the 351,000.00 that was paid to this man I don’t know
anything, because it wasn’t done the correct way,” Caesar stressed.
He continued, “The question has to be asked now is if the contractor who was sent on the job
was really paid the 351,000.00 that is being alleged by Mr. Gordon.”
The evidently upset contractor said that he is not sure about what is happening, admitting that
there may be a duplication. “There may be a duplication as I did not see a receipt signed by this
individual for this money. But what I noticed is that the amount is on my paper as a breakdown
that it was paid to this individual but no signature,” he argued.
He said that he didn’t seek to verify the issue with the contractor, stating that he doesn’t have any
kind of relationship with the Lindener who he only knows by seeing. He said further that it
wasn’t his position to do so, thus he never asked him anything. “I don’t know if it’s true, he was
trespassing and I allowed it to happen as I knew it was going to reach to this point. He received
the money that was in my name that was a project that I was doing for the region,” he explained.
Declaring that this kind of behaviour by regional officials must cease, Caesar said that he wants
relevant systems to be put in place to address this. “…this thing has been happening too often in
this region, when people are outspoken, they become victims they become victims and
unfortunately I have experienced that and I am looking at this matter unfolding,” he reiterated .
He argued that if a blatant mistake is made and no attempts are made at correcting same,
questions should be asked. He expressed the view that had a proper evaluation done the mistake
would have been identified. As such, he firmly believes that it was premeditated to create a

certain kind of reaction. “You make a promise and then deliberately throw them under the bus
then you go take somebody else to do the work knowing very well that this was your plan. You
can’t send somebody to another person's job without even notifying the person that you are
sending them to your job. Where is the receipt to show that you would have paid this money,” he
asked?
Reiterating his demand for answers, Caesar said that even though this contract was issued, he
wants evidence that the money was paid. “Where is the evidence that you paid this money as
there is no receipt attached, which means that there is some accountability for the money that
cannot be accounted for,” he said.
He added, “It was very disrespectful, and it doesn’t argue well but I am a person like this. loyalty
is something that I am seriously committed to. At the end of the day the previous administration
is who I support, but I am disappointed in how some of them (party comrades) treated their own
people and I gave them my political support,” he related
The project started in October last year, this matter where the cheque was signed over was done
in February and all along I tried to get it sorted and after I realized that this man was vindictive
and disrespectful, then I decided to speak to a lawyer. Shortly after receiving the lawyer’s letter
he was recommissioned so that is why at this juncture I mentioned it in the letter that I am open
to settling,” Caesar reiterated.
