Region Six Chairman Walking the tightrope

Region Six Chairman Mr. David Armogan

NEITHER FINANCIAL LIMITATIONS NOR BOUNDLESS HUMAN WANT will
discourage Region Six Chairman Mr. David Armogan pressing ahead with development plans
for the ‘Ancient County’.
“We have a lot of challenges because the resources are limited as you know and people’s desires
and people’s demands are many, sometimes unlimited and so we have to be able to match
people's demands with the resources that are available,” Armogan explained in a recent exclusive
with www.aroundtheregions.com.
The Chairman of the Regional Democratic Council (RDC) of East Berbice/Corentyne (Region
Six) said while existing challenges are not new, limited resources hamstring regional
governments implementing development programmes at the pace residents’ demand.
“It’s not easy to please people. Sometimes, it’s damn if you do and damn if you don’t,” Armogan
observed.
As Regional Chairman, Armogan insists that his role is bigger than the monthly formality of
presiding over statutory meetings.
“It is also to educate and sensitise new Councillors on their roles and responsibilities,” to their
constituents, Armogan said.
He cited the need to help deepen Councillors understanding of the vagaries of the country’s
Local Government system before taking their oath of office.
“I try as much as possible as Regional Chairman to train some of the new people coming in
because what I find is, that when they come in to the Council, they are pretty raw people. They
have been named by their political party without being briefed what is expected of them,” the RC
said.
Councillors must be au fait with parliamentary procedures to contribute meaningfully to national
development.

“So, when they come here and get out of order, I try to bring them in order. I also try to do a
process of education and to explain to them the parliamentary procedures that they are expected
to adhere to,” Armogan stated.
