Regional Executive Officer (REO) Mr. Narindra Persaud promised to maintain managing
East Berbice Corentyne (Region Six) impartially.
REO Persaud made the verbal commitment after many Berbicians eulogized his leadership style
since his appoint to steer the financial affairs of the Regional Democratic Council (RDC) in the
‘Ancient’ County after the Peoples Progressive Party Civic (PPP/C) coalition triumphed at the
March 2020 polls.
Persaud represented the then PPP/C parliamentary opposition in the Demerara/Mahaica (Region
Four) RDC as one of its Councillors. He said his unbiased leadership style has always worked
well and he intends to continue this trend in helping push President Irfaan Ali’s national
development plan in reaching all Guyanese irrespective of their social and/or political
affiliations.
“I cannot tell other REOs how and what they should do in their respective Regions…however I
am confident that for the people of Region Six this is the model that has been working well for
us.”
The REO commended the resourcefulness of Mr. Hilbert Foster, President of the Berbice Cricket
Board (BCB) for his phenomenal role as its Administrator for Youth and Sports, asserting this
should be emulated by leaders in other sectors nationwide.
“The monies that Mr. Foster has been raising to sponsor teams and hold cricket competitions are
small as nobody makes a profit from that. They would purchase some refreshment for the players
along with buying equipment and prizes for the competition and that is the sponsorship. There is
no request for large amounts, and this motivates and inspires businesses to support. It inspires
others to come on board because the players are the ones who benefit significantly as everything
goes back to the cricketers, this is very impressive,” the REO observed.
This model is replicated by other cricket administrators, Persaud said.
“When you look at what Mr. Foster is doing for Berbice cricket where practically all the money
goes to the players it entices you to continue giving and/or supporting. This is a very good and
commendable thing, and therefore so many persons and companies are eager to support cricket
in Berbice under Mr. Foster’s stewardship. Calculate it, you have 16 teams for $125,000.00 each,
this will certainly boost cricket in Berbice and effectively engage the youths in sport,” he argued.
On other matters, Persaud said while the year is still young infrastructural programmes were
successful, since Region Six had 100 percent completion of capital projects for 2020. stating
that the projects for 2020 were completed thus there are not doing any infrastructural work now.
Since his appointment he has de-emphasised emergency works because they put Regional
authorities at a disadvantage since contractors inflate their cost.
“With the emergency works some people try to maximize on it by trying to give a friend or two
some extra money. That is why I avoid having to do emergency works. When you manage
properly there is no need for the bulk of emergency programmes that we saw taking place before.
If a school step collapses, or something happens suddenly, then you would have emergency
works, but outside of that I try to manage properly,” CEO Persaud said.
