HORACE JAMES MUST BE TURNING IN HIS GRAVE.
Blame for every conceivable form of mismanagement of real estate overseen by the National
Industrial and Commercial Investments Limited (NICIL), a government holding company is now
pinned on its deceased former Chief Executive Officer (CEO).
When it became public record that hundreds of acres of lands belonging to the state-owned
Guyana Sugar Corporation (GUYSUCO) ended up as property of Land Surveyor Mr. Timothy
Fisher, a plan was hurriedly hatched to incriminate the dead James, a NICIL whistleblower
disclosed.
“This was a scheme to cover themselves while throwing Horace under the bus. But remember, he
was already dead so there was no way that he can dispute any of the allegations and
misinformation being pinned upon him. This was how they were able to get away with it,” the
whistleblower revealed.
By the time the scheme was uncovered, Mr. Colvin Heath-London had been already CEO (ag) of
NICIL and there was no record to show Fisher and other beneficiaries had paid for the state-
owned lands.
Fisher was gifted 784 acres of lands previously belonging to Wales Sugar Estates. This was by
far the largest NICIL give-away uncovered. The whistleblower also pointed out that there was no
evidence and/or documentation of application for it by Fisher although he was listed as the
owner.
“The lands that Heath-London is claiming Horace James gave away is a lie. It is Heath-London
who actually gave Fisher those 784 acres. It was so large that Fisher decided to have a few other
names placed as owners but this backfired when the new government took office. When Mr.
Sharna, the new CEO, requested to meet with everybody several of these persons who
mysteriously got lands never turned up because the truth is that they do not exist,” the informant
revealed.
There was also the case of a Marva Allen who was listed as receiving over 300 acres of lands.
Several attempts to make contact with her proved futile and her real existence was doubted. At a
meeting, Fisher revealed himself as the real owner of Allen’s 300-odd acres.
“This was so puzzling that the guy, Mr. Fitz Mc Lean, who was responsible for the lands, was at
loss as to how these names including Fisher’s ended up owing land when in the first place, he
never had applied,” the source pointed out.
The uncovering of all these shady transactions forced Mc Lean and a few others to seek answers
from Heath-London, who, it was claimed, dismissed their concerns
“Mr Mc Lean had even openly expressed his disappointment and had sought to inform the acting
CEO that action needed to be taken to uncover how these lands ended up in Mr. Fisher’s hands
but Mr. Heath-London instructed Mr. Mc Lean and others to leave the issue alone. When we
heard that, we knew there and then that the skullduggery was being propelled by Mr. London,”
the whistleblower stressed.
The confidential source said questionable charges for work executed on NICIL’s behalf also
surfaced. Fisher it was claimed secured over $70M in fees for work done for NICIL. However,
knowledgeable persons are deeply skeptical about the amount based on current absence of
evidence of work being done to justify that cost, unless the price was massively inflated to
guarantee Fisher and other conspirators got a ‘cut’ of NICIL monies.
“I saw his contract: one was worth over $56M and the other for over $14M, but no one could
question Mr. Heath-London as he was the CEO who did whatever he felt like doing and
entertained no questions from anyone. Unfortunately, the new CEO fired several employees who
had valuable information and evidence of that took place at NICIL and we would never know
everything because they fired left, right and centre and there are many who are no longer with
the company but have information on the many corrupt activities involving Mr. Heath -London
who turned a blind eye and facilitated silence,” the informant reiterated.
Confronted with these allegations, Heath-London has denied any wrongdoing challenging
informants to produce documents to back their claims.
“Fisher can’t dictate who get lands,” the former NICIL boss grumbled.
But when pressed to verify lands given to Fisher, Heath-London evaded the question asserting
that “you need to step back and analyse things.”
