NICIL CEO gifted GUYSUCO $18M tractor to an acquaintance

A senior National Industrial and Commercial Investments Limited (NICIL) official admitted
recently that former acting Chief Executive Officer (CEO) Mr. Colvin Heath-London had gifted
an $18M tractor, property of the Guyana Sugar Corporation (GUYSUCO), to an acquaintance
Timothy Fisher.
An inventory of GUYSUCO’s assets by the new government soon after returning to office
following their 2020 elections victory, uncovered the anomaly at the Rose Hall Estate in East
Berbice – Corentyne (Region Six).
“It was then that some persons came to the stark realisation that the relationship between (Land
Surveyor Timothy) Fisher and Heath-London was far more than what meets the eyes. Fisher was
contacted and told that he needed to return the tractor as investigations were tracking down
several missing equipment and he was very reluctant. We found that the tractor wasn’t returned
but after Colvin was removed from his post Fisher suddenly realised that the net was closing in
on him and the tractor was returned,” the NICIL source said.
“We found that to ensure there was no trace of the missing GUYSUCO tractor it was left for a
while at Wales Estate in Essequibo Islands -West Demerara (Region Three) under the control of
someone,” the source explained.
However, diligent work by GUYSUCO officials traced the missing tractor, which was working
on Fisher’s farm for several months, and other absent pieces of estate equipment to the land
surveyor and demanded all their assets be returned.
The employee claimed in an exclusive with www.aroundtheregions.com that, in addition, Heath-
London had also gifted Fisher large tracks of lands at Wales without the necessary legal
documentation.

“Fisher ruled when the APNU/AFC coalition was in office, as Colvin allowed him to do
whatever he wanted. Regarding the lease lands at Wales, it was Fisher who was dictating who got lease and who didn’t. As a matter of fact, he was the one who told Heath-London who should
get and who shouldn’t and later we found that Fisher got about four additional pieces which were
given under the names of different individuals. The reality is that Heath-London failed to execute
his duties professionally and now while many are saying that the Government is bad to them the
truth is that Heath-London allowed Fisher and many others to do as they liked, and now, he is
playing innocent, but the records will show otherwise,” the employee said.
The outspoken employee is prepared to back up all claims with documented evidence to help
enlighten the public about the deeds of the duo: Fisher and Heath-London.

(SPU’s), Trinidad-born Racheal Henry, was also part of the exclusive club involving Heath-
London and Fisher. Henry’s husband, the source disclosed had posed as a foreign investor in one
of several projects which was a NICIL brainchild.
“Heath-London allowed a lot of nonsense to take place and that is why all of this is happening
now, and because of the free reign he allowed to Fisher he is facing all of these challenges.
Fisher really messed him up with a number of unprofessional, illegal and unethical poppy cock
that were done. the NICIL employee stressed.
Meanwhile, Colvin Heath-London has denied being a business partner with Mr. Fisher. He
admitted though, that as a professional engineer, he has executed some projects with him and Mr.
Michael Hutson.
“I have said on many occasions that I am in no way a business partner with Timothy Fisher or
anyone else but as an engineer I have worked on some projects from both Fisher and Hutson but
this belief that Fisher, Hutson and I are business partners is completely false and misleading. I
am an engineer and if they (Fisher and Hutson) approach me for my expertise should I refuse?”
Heath-London asked rhetorically.
