TWO government holding entities charged with managing state lands were onto a multi-
million-dollar scam by a well-connected land surveyor and his wife, but political interference
and institutional indifference ensured the fraudulent scheme survived.
Mr. Trevor Benn, then Lands and Survey Commissioner, moved to fire Nakista Grimmond-
Fisher (Mrs.) wife of Land Surveyor Mr. Timothy Fisher who was active in the illegal enterprise,
but a member of the David Granger administration blocked his decision.
Commissioner Benn unearthed several ‘fishy’ deals by the Fishers, one involving a UK-based
businessman hoodwinked into thinking the husband-and-wife duo were in a position to secure
large tracks of land for which he paid.
“The Fishers’ was running a scheme at Lands and Survey, but they never knew that Trevor
would have found out what was taking place. When the government changed, they made moves
to present themselves in a good light and sought to mislead investigators conducting land-deal
investigations. But everyone knew what they had done and were involved in,” a well-placed
source revealed.
The Fishers so far, are still giving the UK victim the proverbial ‘royal runaround’ to recover his
payment.
The hapless businessman’s plight was related to Mr. Colvin Heath-London at the time the acting
Chief Executive Officer (CEO) of the other government holding firm the National Industrial
Commercial and Investments Limited (NICIL).
But as Heath-London explained, as CEO of NICIL, he was not legally authorised to intervene in
another state entity’s decisions.
“Trevor Benn contacted us at NICIL informing us about the allegations being made by the man
from the UK regarding the millions that he had paid to Timothy Fisher. However, there was
nothing that NICIL could do as it was not NICIL lands that Fisher had promised this guy, but
lands belonging to Lands and Survey, and, we couldn’t do anything about it because we only
have control over NICIL Lands,” he said.
Heath-London put the ball in the court of Lands and Survey, emphasizing that they had the
authority to take action and didn’t.
“This was a problem involving Lands and Survey and therefore wanting us (NICIL) to take
action isn’t the way it works. As a matter of fact, they wanted us to not give Fisher any work but
we cannot make decisions like that, as while Mr. Fisher was someone that we had to closely
monitor completing works given to him, we ensured that he did what we paid him to do,” Heath-
London explained.
The former executive vehemently denied business connections with the Fishers while he worked
as an Engineer Consultant on several projects. The ubiquitous Fishers are now closely linked to
newly-appointed Deputy Commissioner of Lands and Survey, Mr. Michael Hutson guaranteeing
him continued cover.
Several Lands and Survey sources are skeptical the Fishers will face justice because of their
strategic connections publicly made available on Mr. Fisher’s Facebook account.
“Fisher and his wife always boast about their connections and this involves the police,
politicians and some unscrupulous businesspeople. Because of his network which is also
showing evidence of his long-lasting relationship with Mr. Hutson there isn’t anything that
will come out of this situation,” a sector official predicted.
