I have never seen any receipt for monies REO claimed to have paid contractor

A contractor has declared that he has not seen any receipts for monies that were taken from him
to pay another contractor for works that he wasn’t notified about. The contractor Winston Caesar
known as Zar wants answers and is determined to have this matter addressed, threatening that if
it isn’t, he is prepared to allow the courts to decide.
The contractor said that he is very disappointed by the actions of the region’s former Regional
Executive Officer (REO) Orrin Gordon. He made some damning revelations about how his
contract was handled and the irregularities that he is alleging against Gordon.
Expressing optimism that the matter will be resolved considering the enormous flaws and
irregularities that were committed by the then serving REO. Caesar reiterated that he would win
the matter if it proceeds to court, expressing the view that common sense should prevail for the
Region and settle it. “The reality is that if a proper evaluation was done to the contract many
would have realized that there were several discrepancies and certain things would not be in
place,” Caesar opined.
Relating to www.aroundtheregions.com he said that he deems the actions of the former REO
questionable and very deliberate. He admitted that he is very upset considering the culture within
the region whereby persons are victimized and blacklisted whenever they choose to speak out.
“I was called by the REO Gordon then, who told me that there was a payment at the region for
works evaluated and he wants me to sign the cheque, because I wanted to move on with works
and they being custodian of the finance. This is because I wanted to do my work, I allowed that
to happen and he would have gone and purchase materials with my permission,” he related.
He further related, “We considered getting the items and even supervising the payment. The
actual cash didn’t come to my hand but I did ask for an explanation and break down of the
expenditure for the amount for which I didn’t get right away but I eventually got it.”
Caesar pointed out that he raised what he recognized was a discrepancy in how the monies were
expended. He disclosed that three hundred and fifty-one thousand cannot be accounted for,
despite the former REO telling him that these monies were paid to a contractor (name withheld)
from Wismar Hill.
“Mr. Orrin Gordon sent another individual on my work site to work without my permission and
that is where the breach of contract occurred. “There is something saying that the contractor was
paid $351,000.00, but I have not seen any receipt from the contractor and or any documents
between the region and the contractor regarding this sum,” Caesar explained.

him is accurate, Zar said, “The information that I am giving to you here is nothing but the truth,
even if it comes up at another level this is what I would say”.

Explaining further, he said the contract was grossly underestimated, adding that it is the primary
reason for the project being incomplete. He said that he was never told that a contractor will be
venturing unto the very project that he was doing. He stated that this was a clear case of the
former REO being dishonest, spiteful and may be evidence of corruption.
Caesar explained that the lawyer’s letter was geared towards reminding the region that it is a
serious matter and needs to be addressed. “I did send a lawyer’s letter after all these things
happen and even though I did send a lawyers letter it was to make the point for the region to
understand that we must work from there together but Mr. Gordon is the one that needs to be
blame for that,” Caesar maintains.
He raised concerns that something may be amiss at the RDC, expressing the view that he may be
blacklisted by the region. “As far as I am concerned there is something behind what Mr. Gordon
would have done to affect my future in working with the region. To say if there was a
duplication of payment I don’t know, but what I know is that a part of the justification of the use
of the money that I sign stating $351,000.00 is saying that it was paid to that person (contractor).
I could have told him Mr. Gordon that this cheque is in my name and I can do what I chose to do
with this money and if I hadn’t done the work then he could have said that I misused public
funds,” he argued.
