Region Ten contractor wants explanation for ‘unaccounted’ monies

Popular radio personality and Linden Contractor, Winston Caesar popularly known as Zar is
demanding an explanation from the previous REO, Orrin Gordon about unaccounted monies.
Caesar made this disclosure in an exclusive interview with www.aroundtheregions.com recently.
He admitted to sending the RDC Region Ten administration a lawyer’s letter.
The contractor is claiming that 351,000.00 from a contract that he had received for the
rehabilitation of a burnt-out section of the One Mile Primary needs to be properly accounted. He
said that contrary to what some people are peddling his contract was breached by the former
Regional Executive Officer (REO) Region Ten, Orrin Gordon.
In explaining the situation, Caesar disclosed that the matter involving him and the RDC is yet to
be resolved. He however noted that he through his lawyer, Youlanda Welcome are seeking to
amicably resolve the matter. He said that this is important as he lives and works in the region and
maintaining a healthy and fruitful relationship is his primary goal.
“We are now in the process of discussing it, that matter is being addressed and honestly I am not
going to move into any other direction until I am satisfied that it is not going to be moved in any
other way. We are in the process of working it out, as a matter of fact there was a meeting last
week (three weeks ago), I am trusting that the matter is going to be resolved amicably even
though I don’t want to do the public thing to resolve this,” he said.
Caesar said that he isn’t worried should the case ends up in court, noting that the evidence is
there. He disclosed that the actions of the former REO should be looked into describing him as
someone who is vindictive and spiteful. He said that the acting REO, Dollete Powers who was
serving as the Principle Assistant Secretary (PAS) Finance is not at fault, as she was taking
instructions from the then REO Gordon.
“I don’t think that young lady (Dollette Powers) has anything to do with the holding back of the
matter. This matter started with Mr. Orrin Gordon. That lady who is acting there right now she is
in no position to hold back,” he said.
He continued, “She was working on the instructions of Mr. Orrin Gordon and as a result of that
she is now acting REO. I try as much as possible to be very fair with this situation even though it
has affected me immensely, it is very humiliating”.
The contractor reiterated that he wants to see a way out for both him and the region, admitting
that he has lost significantly owing to the unethical and unprofessional actions of the former
REO. He said that his primary reason to have the matter resolved amicably is because he lives
and operates in the region, adding that he remains a staunch supporter of the APNU/AFC.
“I am looking at a way out with the region for us to settle this matter amicably…you have to
remember that this is where I live and have to operate unless it is not forth coming, then I will
look at a different way. I am not looking to approach any other government official, but if needs
be I will,” Caesar declared.

“I didn’t object to what was being done at the time. I wasn’t told anything about it. I just turned
up one morning and I saw him (new contractor) working and I continued working. I saw these
guys working so I said nothing to them, and I said nothing to the REO,” he said.
He declared, “He (REO) turned up one day while I was there and said nothing to me because I
knew a time like this would have come, because I am not prepared to let up on it like that, but I
was just going through the motion”.
The contractor admitted that because of the actions of the former REO his earning powers have
been severely affected. He said that despite the situation he will not venture into saying and/or
doing anything that isn’t a true reflection of the situation. He expressed the view that he may be
backlisted by the region from securing contracts. “The fact is that while this has affected my
earning capacity and wellbeing I am not going to jump and say or do things that isn’t the case,”
Caesar stressed.
